Set up Special School Reconstruction Committee - Experts to Gov Kefas

 


Considering the dilapidated nature of Government owned Schools in the state, the proprietor of Taraba Business School and Bursar of Grace Junior Academy/Rhema Christian Academy for over 10 years and currently a Lecturer with Taraba State University, Jalingo, also an expert in School Master Plan Infrastructural Development has advised Taraba State Governor Dr. Agbu Kefas to consider setting up a school reconstruction committee that would change the face of Taraba Schools.


In a message he sent to the Governor and exclusively open by Taraba News Mr Olayinka suggested special N2 Billion Naira to be released in four tranches. According to the message he suggested a Taraba School Reconstruction Committee that would focus assessing and reconstructing furniture, building, instructional materials and other basic amenities for schools across the state, he further suggested the seting up the same kind of school reconstruction committee in each school, comparising of PTA official, one parent and a Vice Principal in charge of administration who will be saddle with the responsibility of implementation at the school level, the letter also suggested the use of local carpenters, builders, plumbers and other artisans within the schools' host communities inorder to create value chain and reduce cost of work as well as job opportunities at the grassroots level.


The letter reads in full:

"Your Excellency, I have a suggestion for you on the Remodeling of our Schools in Taraba State.


As you are aware, a lot of Primary Secondary Schools in the state are in bad condition, most of the buildings are in bad shape, with no seats, no source of water, no furniture, among others.


1. You can set up a committee on the "Taraba School Reconstruction Committee"


2. The major terms of reference of the committee shall be: 

A) To assess the State of School building Infrastructure and to renovate same in the state 

B) To assess the state of furniture and students' desks and chairs across the state and to renovate and produce others 


C) To assess the state of basic instructional materials e.g Black and whiteboard, chuck, and markers, and to procure the same for the school 

D) To assess boarding facilities in school, mattresses, beds, student lockers, etc, and procure same for the school 

E) To assess the state of health facilities and sick bay in school and procure basic medicine 

F ) To assess basic amenities in the school, roads, source of water, toilet facilities, etc, and to provide the same for the school.

G) To do any other thing that may be considered appropriate for the improvement of teaching and learning. 


The idea is for the committee to do direct purchases, not contract bases so that the funds provided can go a long way in solving the problems of all the schools across the state.


The committee will set up a five-man committee in each school 3 prominent parents in the school and two members of staff as the school reconstruction management committee are the ones to implement the project in their various schools under the close supervision of the main Committee. 


The idea is to engage carpenters, plumbers, wood sellers, and other artisans within the community to create a value change that every member of the community will feel the impact of the project and will create wealth in the society with the value chain approach. 


I proposed a sum of N2 Billion be set aside for this project, which will be released to the Committee in four batches of N500 Million each based on utilization and presentation of the report. 


The Committee will make the School reconstruction committee per school to manage and supervise the project in their school and report to it.


The Committee should be a no-nonsense committee with the power to arrest and detain any person who inappropriately made to pay back and treated as a saboteur 


The Committee should report directly to the Governor every three months with detailed pictures of work done in each school.
